This is a precipitous moment in Balkan history as the European Union weighs the accession candidacies of North Macedonia and Albania with decisions pending before the German Bundestag that are likely to influence outcomes in Brussels. Additional strains in the region are evident in the current standstill present in the Serbia Kosovo agreement negotiations which has been fraught with tension for months. Bosnia has yet to have formed a government nearly a year after the October 2018 elections. All of these events are taking place against a backdrop of social unrest across the region as citizens have been taking to the streets in protest in Serbia and Montenegro for months.
